Risk, Quality and Patient Safety Manager

On behalf of our client, a well-established hospital in Limerick, we are seeking an experienced Risk, Quality and Patient Safety Manager to join on a permanent basis. This is a senior, hospital-wide role working closely with the hospital's Head of Quality, Risk and Patient Safety to develop, implement and evaluate a comprehensive quality and safety programme, with associated structures, policies and processes, across every department. The successful candidate will drive core programmes of work spanning risk management, incident and serious incident management, quality improvement, standards and policy oversight, clinical audit, health and safety, service user feedback, complaints, open disclosure and patient safety more broadly.
Key Responsibilities:
- Lead and co-ordinate all functions of risk management across the hospital, maintaining and supporting the corporate risk register and departmental risk processes
- Oversee the review of incident reports, ensuring accurate categorisation, timely assessment and appropriate follow-up
- Analyse and interpret incident data to identify trends, and work with departments on initiatives to reduce clinical risk arising from incidents and near misses
- Prepare and present quarterly and annual quality, risk and patient safety reports and metrics to relevant committees, management and stakeholders
- Make and present recommendations to improve patient safety, and follow through to ensure they are implemented
- Promote and support the implementation of Open Disclosure through staff education, training and support
- Lead and support system analysis investigations, and participate in incident management teams as required
- Develop and maintain a process for tracking implementation of recommendations arising from major reports, investigations and safety audits
- Maintain a repository of organisational learning from safety incidents and risk management, and disseminate that learning across the hospital
- Work with department managers to design and monitor quality improvement programmes and initiatives, supported by data analysis and reporting
- Oversee periodic audits for the purposes of assurance, and analyse and summarise performance and outcomes data
- Support the collation and management of complaints from patients and members of the public
- Oversee the claims management function, liaising closely with the relevant State agency and the hospital's solicitors, including organising consultations and attending court or settlement meetings as required
- Maintain up-to-date working knowledge of national quality and safety standards, clinical governance frameworks and hygiene/infection prevention standards as they apply to the role
- Contribute to the ongoing development of ICT systems supporting quality and patient safety, including electronic risk registers
- Assist in the collation of training statistics and the co-ordination of related training programmes across the hospital
Requirements:
- A relevant academic qualification in Risk Management, Quality in Healthcare, or an equivalent professional qualification in a health-related discipline (a higher-level qualification would be an advantage)
- Significant experience working in the health services, or another relevant setting, involving risk management, incident management and investigation
- At least 3 years' experience in a health services role involving patient safety improvement, risk management or incident management
- Demonstrated experience of leading change within a complex organisation
- Experience of delivering training programmes to staff at multiple levels
- Experience of managing and working collaboratively with multiple internal and external stakeholders
- Strong working knowledge of incident management processes, system analysis investigations, clinical indemnity/claims processes, complaints procedures and health & safety legislation
- Excellent analytical skills, with the ability to evaluate complex information from a variety of sources and make sound, well-reasoned decisions
- Strong leadership and team management skills, including the ability to work with multidisciplinary teams and to co-ordinate and lead review teams investigating serious incidents
- Excellent communication, interpersonal and report-writing skills, with the ability to present complex information clearly to a wide range of audiences
