Elite Talent Hub are proud to partner with a Tier 1 Utilities Contractor working on large scale Infrastructure projects across the UK.

This is an opportunity to join a £270m+ multi-phase wastewater treatment upgrade at Oxford Sewage Treatment Works, delivering long-term environmental and capacity improvements through AMP7 and AMP8.

The role is a Managing Quantity Surveyor, with responsibility for the commercial leadership of a complex, phased infrastructure programme running to 2030. This is not a single-project role — it offers long-term visibility across inlet works, process optimisation, network storage, and a major treatment works upgrade within a highly regulated, live operational environment.

You will act as the senior commercial lead, managing teams, owning cost and risk, and interfacing directly with the client and senior leadership.

 

Key Responsibilities

  • Lead the commercial management of a multi-phase wastewater infrastructure programme, including Phases 1–4 works.
  • Own CVRs, cost/value reporting, forecasting, cashflow, WIP control and outturn cost management.
  • Manage, mentor and develop commercial teams, ensuring strong governance, performance and succession.
  • Identify, manage and mitigate commercial risk and opportunity, driving margin improvement plans.
  • Ensure robust contract administration, change control, claims management and commercial compliance.
  • Act as the senior commercial interface with the client, regulators and internal leadership.
  • Support work-winning and early contractor involvement where required.
  • Maintain strong commercial controls within a live, regulated operational environment.

 

Key Skills & Experience

  • Degree-qualified Quantity Surveyor (RICS/SCSI accredited); MRICS desirable.
  • Strong experience in water, wastewater or regulated infrastructure projects.
  • Proven leadership experience managing commercial teams on large, complex programmes.
  • Excellent knowledge of standard forms of contract, measurement, project controls and programming principles.
  • Commercially astute with a strong track record in risk management, cashflow and forecasting.
  • Comfortable working within environmentally regulated and stakeholder-heavy projects.
  • Strong IT and commercial reporting capability.
  • Full driving licence.
