Our client, is currently seeking a Facilities Manager for a Hospital based in Limerick. Role is fulltime, pensionable and paying up to €75,000 DOE, plus benefits and pension.

 

Purpose of the Role

  • To maintain and monitor standards of service relating to the maintenance of buildings and plant, to ensure that they meet with agreed standards, Health Technical Memorandum (HTM) current legislation and Approved Codes of Practice (ACOP).
  • Be accountable for health and safety in relation to Estate and Facilities function and to promote safe practice across all areas of the hospital. Responsible for ensuring that all works are carried out to the required specification that meet statutory and legislative standards.
  • To monitor the operation and effectiveness of maintenance contracts including the selection, appointment and monitoring of contract staff.
  • To implement and maintain the planned preventative maintenance (PPM) programme to ensure the hospital meets legislative requirements.
  • To advise, deliver and manage improvement requests and minor works programmes as agreed with the Director of Operations.
  • Overall line management responsibility for staff within your department.
  • To identify opportunities to develop the service in conjunction with wider hospital improvement initiatives.

 

General Responsibilities & Accountabilities

  • Ensure that the Hospital is fully compliant with all legislative requirements in respect of Health & Safety, Building, Fire, Construction and Contractor Management.
  • Maintain all elements of the built environment known as the Hospital including but not limited to: roads, pathways, grounds, buildings, plant, waste and equipment in accordance with statutory regulations, healthcare standards, manufacturers recommendations, industry norms and best practice.
  • Oversee the organisation, implementation and maintenance service quality, status of outstanding reactive work, and planned preventative maintenance (PPM) work on site covered by the assignment through effective maintenance of logs, records, checks and tests, as required.
  • Plan, implement and monitor regular statutory and non-statutory testing such as PAT testing and Electrical Installation Testing.
  • Lead on audits within the hospital as relevant to the department such as DGSA (dangerous goods safety audit). Implement recommendations from audits.
  • Ensure that the departmental Chemical Agent Risk Assessments are conducted and regularly reviewed and updated.
  • Act as the Authorised Person with overall management of medical gases to the hospital. In accordance with HTM 02-01 standard for the Operational Management of Medical Gas Pipeline.
  • Manage external contractors to the hospital. Ensure compliance with Contractor Risk Assessments/ Method Statements/ Insurances/ Training/ PPE/ Work Permits & ensure that contractors comply with all requirements including Infection Prevention and Control;
  • Negotiate, and oversee cost control on all revenue-based building contracts for buildings and other relevant equipment and ensure compliance with same.
  • Ensure the hospital is fully compliant in the management of waste including food waste and that proper systems and processes are put in place.
  • Plan and undertake remedial actions as necessary to meet the legislative compliance requirements and to ensure the continued integrity of plant and equipment.
  • Prepare reports, estimates, specifications, drawings and tenders as required to ensure assigned duties are fully executed.
  • Maintain a safe working environment for all employees. Consult with appropriate personnel.
  • Arrange for and supervise any contract work carried out in your area of responsibility.
  • Participate in regular Health & Safety Audits. Arrange appropriate instruction in Fire Safety precautions, lifting and handling techniques and any other necessary health and safety training measures, as required.
  • Foster close co–operation and integration of services and develop good efficient working relationships with fellow team members and other hospital departments through effective leadership, consultation, and communication.
  • Participate in capital schemes and monitor expenditure and participate in planning and design groups in relation to developments on the sites covered by the assignment.

 

 

Eligibility Criteria/

Qualifications and/or experience

Possess a First-Class Technological Certificate (Intermediate Stage) or a Technological Certificate (Advanced Stage) or a Full Course Certificate in Building issued by the Department of Education & Science (i.e. – have successfully completed an apprenticeship in a building related trade).

Or

Possess a relevant Construction Based Further Education Course Level 7 (QQI)

And

Have demonstrable experience of the application and implementation of safety standards, regulations and procedures in a large organisation ensuring a safe environment for patients/ service users, visitors and staff in compliance with safety, health, and welfare

And

Have a minimum 5 years post qualification experience in the management and supervision of staff, in the control and supervision of contract work, in a role relating to the maintenance of large scale and complex buildings and associated engineering services and plant.

And

Candidates must have the requisite technical knowledge of various Trades comprising the Maintenance Dept. and ability (including a high standard of suitability) to discharge the functions of the post.

Desirable

Qualification in occupational health and safety management in construction (Level 7 or equivalent)

 

Initially this is a one-year contract with the potential of being extended.
